The Voitka brothers spent 14 years on the run, living in underground bunkers in the Estonian wilderness. In 1986, Ulo and Aivar Voitka faced conscription into the Soviet Army. They feared they would be cannon fodder for the Afghan war — the fate of many men from the Baltic states. To evade conscription they ran, swearing never to surrender.
